Known for its innovation, few were surprised when, as part of the 14-mile I-43 reconstruction, Kapur designers looked to address traffic flow and level of service issues by developing plans for a high-capacity diverging diamond interchange at Brown Deer Road, becoming the WisDOT SE Region’s first.
Kapur also recommended constructing a new interchange at Highland Road as part of the I-43 project, which also saw Kapur’s involvement in the Corridor Study, Environmental Impact Statement, Preliminary Engineering, and Final Design phases, as well as the expanded footprint along the entire corridor and the reconstruction of the Good Hope Road, Brown Deer Road, County Line Road, Mequon Road, and County C interchanges.
Guided by an aggressive schedule, Kapur took only 27 months to go from initial data gathering to a Record of Decision for the I-43 North-South study that included the development of an Environmental Impact Statement and conceptual engineering for freeway expansion, as well as the preferred alternatives for reconstruction of the Good Hope Road, Brown Deer Road, County Line Road, Mequon Road, and Highland Road interchanges.
Needing to jumpstart the project, WisDOT benefitted from having Kapur develop a public involvement plan that quickly produced information and meeting dates for the public to get involved. Presentations were developed, handouts created, and exhibits designed to garner attention, and pre-meeting “pep rallies” allowed for “hot” topics to be discussed and consistent information to be provided to those attending.
