When the Pennsylvania Avenue bridge was built in 1973, the vibrancy of downtown Sheboygan wasn't nearly what it is today. With new apartment complexes accommodating its recent influx of millennial residents, a thriving dining scene drawing visitors in from across the Midwest, and a consistent rotation of PGA and NASCAR events attracting attendees, the structural integrity of the city’s lone East-West access point to this area across the Sheboygan River was in desperate need of an update.

Wanting to restore the structure in a way that lived up to the city’s Malibu of the Midwest reputation, Kapur recommended replacing the concrete deck, sidewalks and parapets, fiber reinforcing the prestressed girders, replacing all the expansion bearings, and completing surface repair to all the piers and abutments – all the while keeping it open to traffic.

Performing preliminary and final design for the deck replacement, girders, piers, abutment repairs, and rehabilitation, Kapur also conducted field survey, structure survey, in-depth structure inspection, street and navigation light design, and preliminary and final roadway and bridge plans.

The enhancements not only extended its structural life and provided a sound and maintenance-free facility for years to come but also improved safety for those flocking to the freshwater surfing capital of the world.
